The lateral area does not include the bases. Each of the lateral faces is a RECTANGLE, with one side equal to a side of the base, and the other side equal to the height of the prism.

You know how to find the area of a rectangle, right? Area = length * width

One lateral face of the prism is a rectangle that is 3.2 * 13
One lateral face of the prism is a rectangle that is 5.8 * 13
......

Ok...I didn't list ALL of the faces, but I hope you get the idea.

Find the area of each of the lateral faces and add them together to get the lateral area. (And maybe you'll think of a shortcut!!)
