Another Graph Derivative Problem

The following is a graph of the 2nd derivative (f ''). On what interval is (f) concave up? Answer: (-1,3) Why? :confused:

One more hint:

What is the relationship between concavity (up or down) and the sign of second derivative (+ve or -ve)?
 
If the graph is of the function (not the 1st of 2nd derivative), then you can assume that the 2nd derivative of the function will be negative (if it's concave down). However, this is NOT a graph of the original function (it's a graph of the 2nd derivative). So how does that work? How would this relate to an interval of \(\displaystyle x\) values:confused:

In what domain the value of the second derivative is positive?
 
Can you conclude something from that observation?
