can anyone help me with this equation?
I don't know why it will not let me center the 22 under the 2x-3 or the 33 under the x but that is where they go.

No. No one can understand what you have written. Remember your "Order of Operations" and use parentheses to clarify intent.

Multiply through by 66:

. .\(\displaystyle 66(4) - 66\left(\dfrac{2x-3}{22}\right) \;\ge\; 66\left(\dfrac{2x}{33}\right)\)

. . . .. . \(\displaystyle 264 - 3(2x-3) \; \ge \; 2(2x)\)

. . . . . .. . \(\displaystyle 264 - 6x + 9 \; \ge \;4x \)

. . . . . . . . . . ... . \(\displaystyle -10x \;\ge \;-273\)

. . . . . . . . . . . . . .. . .\(\displaystyle x \;\le \;\dfrac{273}{10}\)
