Exactly where is your difficulty?


. . \(\displaystyle \underbrace{\text{Four}}\;\underbrace{\text{times}}\;\underbrace{\text{the sum of a number and 15}} \;\underbrace{\text{is at most}}\;\underbrace{166}\)

. . . \(\displaystyle 4 \quad\;\;\; \times \qquad\qquad\quad\;\; (x + 15) \qquad\qquad\qquad\; \le \qquad\; 166\)

 
Since "x" is being used as a variable, I think it might be a good idea to use something besides "x" to indicate multiplication

We could write "4 times the sum of a number and 15" as 4 * (x + 15)

or as

4(x + 15)

Either way would avoid possible confusion.
