Algebra 2 % of a random number

Hi, my son is in cyber school. He has an assignment due and the school site is down.This means that he can't access all the materials he needs to answer the questions. I am trying to help but....I have not done anything with Algebra for 30+ years. I will post the question and what we have done to this point but we are a little confused as to the actual sequence of solving the problem.

Suppose that 80% of the people asked said yes to a question.
Let 0-7 represent yes
Let 8 & 9 represent no.

Use the randoom numbers shown below to determine how many people out 20 answered no

Random Numbers:

.6077280428
.9258827575

doe this mean that if .6077280428 answered no that this is 20% of the total number no we need to find what the 80% is?

the possible answers are:

a) 5
b) 6
c) 14
d) 15

where does he start?
 
Use each digit of both random numbers. It's just 20 numbers. Count those that are neither 8 nor 9.
 
I am a little embarrassed after seeing the post. I have been working probability problems with him all evening and read way too much into the problem.
