What about the problem you don't understand?

You might start by just doing whatever you do understand, even if it doesn't directly help. For example, if he used a whole bag of potatoes, how many gallons of stew would it make? Possibly seeing the answer to that would help you see how to answer what they are asking.

Or, you might change the numbers to simpler numbers and try answering the question, then do the same thing with the real numbers.
 
Suppose you have two containers. One being 1/6 of a gallon and the other is 1 gallon. You plan on filling the 1 gallon container with water using the smaller 1/6 gallon container. How many times do you need to fill the 1/6 gallon container?
