1/1000 or 5/1000

[Explain this!]

I heard someone say on television that 1/2 of 1% of all barns in the United States are circular (round barn). It goes on to say that this is 1 in 1000. Is this correct?

1/2 of 1% is 1/200. 1/200 converted to 1/1000 is 5/1000 or 5 in 1000. Which is correct?

5 in 1000. is correct.

One in 1000 would be a tenth of a percent.

I suppose it's possible they're referring to two different things.
