For (3) neither is really more correct, they are the same thing mathematically. Some may prefer one or tuher [sic] but it makes no difference.

They are equivalent.
How would $7,000 be multiplied by $35.69 per year per $1000 or by $35.69 per $1000 per year?

No -- my concern is that you showed no effort. This is a tutoring forum. The forum guidelines ask you to explain what you have tried or thought about, so far. If you are unable to think or do anything, then please indicate that, so that we may begin with the prerequisites. If there is anything that you do not understand about an exercise statement, then you need to say so.
